It is probably beginning of an oath taking ceremony. The standing officer is General Inspector of the Polish Armed Forces, Marshal of Poland, Edward Rydz-Śmigły. The kneeling officer is unknown by name but he’s a major or colonel belonging to a mounted troop unit.
