Dr António de Oliveira Salazar, Prime Minister/dictator of the Portuguese "Estado Novo", 1932-1968.  Under Salazar, Portugal maintained its neutrality in WW2, a situation exploited greatly by Portuguese bankers, smugglers, business leaders, spies and members of the power élite generally to enrich themselves.  The Portuguese people in general do not seem to have benefitted much in the process ... Best regards, JR.
