The Bundesarchiv caption dates this image to 1941. It is not possible to identify the German force carrying out this execution. Since it involves a firing squad consisting, roughly, of two soldiers to each of the condemned, it seems very unlikely that this was a part of any "special action". More likely a "collective punishment" for some action against the German forces carried out by the local population, or by early partisans in the area. Best regards, JR.
