From my private collection, this NCO seem to be an veteran of 1941, the medal "For the Defence of the Soviet Transarctic" is not seen often. The cap is grey/blue because on the orignal photo, the cap is really dark compared to the jacket so I guess that's the good version ... also that can add a little bit of originality since tank troops had a specific cap color.
