A Short Sunderland Mk 1 at its base in the UK.  Unit or location unknown. The only listing for these squadron codes I could find was a RCAF Bomber squadron which obviously this is not.  All squadron codes were changed when war was declared and the codes would have been available for reuse so this might be a pre-war photo.  The overall camouflage scheme is interesting as it differs from the familiar mainly white scheme which helped hide the aircraft from U-boat lookouts until it was too late.
