Not immediately self-explanatory, this poster is part of a campaign by the Douglas Aircraft Corporation to encourage its workers to save materials, energy and tools on the job, in the interests of the US war effort.  The Japanese appear to have inspired particularly derogatory racist imagery, particularly among US cartoonists, at this time.  Best regards, JR.
