They look like GIs, and they maybe in Iran, but the year is definitely not 1941. To my knowledge, it was an Anglo-Soviet invasion. They might be a follow on garrison or transporting through Iran circa 1942 or later..

I think they are Iranian troops with American helmets. Outside of what appears to be an M-1 Garand, the other gear does not look American.
