Hyder, the Germans introduced Schurtzen on their tanks in 1943 due to the Soviet AT rifles.
Even the Panther remained vulnerable to these weapons, thus the skirts to cover the "soft" lower sides.

The Soviets used them as long range sniping type weapons as well as for targeting optics etc on tanks.
The Germans also introduced versions with a grenade discharger on the end that could fire Hollow Charge AT Grenades.

I guess they were not that effective against 1942 era tanks anymore. For their sake I hope it wasn't their only AT weaponry.
