I found this in a web site interesting never seen before the title was Foreign Volunteer Arm Shields,this is for the SS or Wehrmacht members?

Just a stray thought, but could this be one of those badges/markings that was intended for Heydrich's bodyguard troops? The only other thought I have is for an "Iron Guards" type grouping, but I don't recall one of those being mentioned in relation to ...

yes it is hungarian volunteers shield butt I dont that they have it on their unifrom

Yes,that's interesting I also not remember this type of arm shields in the hungarian volunteers.

Hmm, on top of the badge it says "Bevo-Wuppertal" this company was the main supplier of the Waffen-SS in badges, cuff titles etc. This is of course the emblem of Hungary bit I don't remember it being worn by hungarian volunteers.
