This soldier was probably a member of the Heer's "Free Arab Legion", or one of its precursor formations, which included volunteers from a number of Middle Eastern and North African countries. As far as I can make out, they saw little action, and what they did see, somewhat bizarrely, was in the Caucasus and in the Balkans. He is not likely to have been a member of the Waffen-SS Handschar. The latter was recruited from Balkan (European) Muslim volunteers and, in any case, this soldier's collar insignia are of the Heer, rather than the SS (even in the modified form displayed by Handschar).
