Default Nazi revelations stir Germany's post-war ghosts

Lifted from the BBC website, thought some might find this interesting given some of the discussions over the last few days.
"There is no country on the face of the earth to which the principle of citizen-soldiership is so well adapted as our own, for the freedom possessed by Britons is of so general and real a character as to cause the humblest in the land to feel deeply the neccessity of preserving the safety and independence of the nation of which he is a part"

Maybe I'm missing something here, but Bolivia doesn't seem to have been central to (West) German strategic, economic or political considerations in the sixties.

Unless Barbie was the conduit for information about sundry Nazis hiding in South America. But if that was the case, what interest did the Germans have in them? Positive or negative?

Or was German intelligence acting as agent for another power? If so, why?
