Did Americans have full uniforms in the early part of the war?

A lot of our blokes were in civilian or mixed civilian and military clothing in the early part of their enlistment as war production hadn't caught up with needs.

As far as the dog handlers go, you'd think they'd have full uniforms if they were in the service as they'd have to have been there for a while to be dog handlers, so maybe you're right and they weren't service.
