I believe that feature is for unruly toe nails. (or perhaps the odd sixth toe) :)

Unruly toe nails probably wouldn't match the knitted tank's barrel position and angle, but they would be an excellent reason for covering up the whole foot and nails with a knitted tank, or anything else.
